Lowers the mandatory school attendance age in North Carolina from seven years to six years for children between ages six and 16.

Requires parents, guardians, or custodians to ensure children aged six through 16 attend school for the full public school session.

Maintains existing provisions for children under six who are voluntarily enrolled in public school grades kindergarten through two.

Becomes effective upon enactment and applies beginning with the 2017-2018 school year.
