Changes appointment method for Group Three trustees at six community colleges (Cape Fear, Montgomery, Nash, Piedmont, Rockingham, and Wayne) from gubernatorial appointment to General Assembly appointment under G.S. 120-121, with two trustees recommended by the Speaker of the House and two by the President Pro Tempore of the Senate.

Modifies Isothermal Community College's board structure from 15 members to a different configuration, changing Group Two from four Governor-appointed trustees to 10 trustees elected by Rutherford County (7 members) and Polk County (3 members) commissioners, with specified expertise requirements.

Shifts Isothermal Community College's remaining four appointed trustees from Governor selection to General Assembly appointment under G.S. 120-121, with two appointed upon Speaker recommendation and two upon President Pro Tempore recommendation.

Establishes staggered appointment terms for the affected colleges, with current board members allowed to complete their existing terms before new appointment procedures take effect.

Requires vacancies in General Assembly-appointed seats to be filled by joint recommendation of the Speaker and President Pro Tempore as provided in G.S. 120-122.
