Establishes a maintenance bond process for subdivision roads dedicated for public use to prevent degradation before the roads are added to the state highway system.

Allows counties and municipalities to require developers to provide maintenance guarantees (in addition to performance guarantees) for transportation improvements intended to be designated as public roads.

Maintenance guarantee must be provided within 20 business days after the engineer of record certifies that transportation improvements are complete.

Maintenance guarantee amount cannot exceed 15% of the reasonably estimated total construction cost of the transportation improvements.

Maintenance guarantee is released when either the transportation improvements are added to the state highway system or the subdivision plat is rerecorded designating the improvements as private.
