Repeals the constitutional provision in Article I, Section 30 of the North Carolina Constitution that allows the General Assembly to regulate the carrying of concealed weapons.

Removes the language stating "Nothing herein shall justify the practice of carrying concealed weapons, or prevent the General Assembly from enacting penal statutes against that practice" from the state constitution.

Requires the amendment to be submitted to North Carolina voters at a statewide election in November 2018.

If approved by a majority of votes, the State Board of Elections shall certify the amendment to the Secretary of State, becoming effective upon certification.

Takes effect when the bill becomes law.
