Modifies Section 5 of Article I of the North Carolina Constitution to remove the phrase "and government" so that citizens owe allegiance specifically to the U.S. Constitution rather than to both the Constitution and government of the United States.

Requires submission of the proposed constitutional amendment to voters at a statewide election in November 2018.

Ballot question asks voters whether to "Modify the North Carolina Constitution to clarify a citizen's allegiance is to the United States Constitution."

Amendment becomes effective upon certification by the State Board of Elections and enrollment with the Secretary of State if approved by a majority of votes cast.

Takes effect when signed into law.
