Repeals Section 4 of Article VI of the North Carolina Constitution, which establishes a literacy requirement as a condition to register to vote.

Requires submission of the proposed amendment to qualified voters at a statewide election in November 2018.

Voters will be presented with the question: "Repeal literacy requirement as a condition to register to vote" with options to vote FOR or AGAINST.

Amendment becomes effective upon certification by the State Board of Elections and enrollment with the Secretary of State if a majority of voters approve it.

Takes effect immediately upon becoming law.
