Consolidates previous local acts governing the Stanly County Economic Development Commission into a single statute, repealing nine prior legislative acts from 1961-2011.

Establishes a 13-member commission composed of 10 business/industry representatives (2 from each of the Board's 5 electoral districts), 2 county commissioners, and the President of Stanly County Community College or designee.

Designates the Stanly County Manager and County Attorney as nonvoting ex officio members, with authority to appoint additional nonvoting ex officio members as deemed necessary.

Sets two-year terms for commission members beginning June 1, with one-half of 2017 appointees serving one-year terms to stagger transitions; county commissioners and college president terms are not subject to term limits.

Authorizes the County Manager to appoint an executive officer with Board approval, or alternatively allows the commission to contract with the Stanly County Chamber of Commerce for executive officer services; all Board contracts require Board approval and the Board retains supervisory authority over the commission.
