Establishes a new Article 1K in Chapter 90 of North Carolina General Statutes known as the "Right to Life at Conception Act."

Declares that the right to life is vested in each human being, defined to include each member of the species homo sapiens at all stages of life, beginning at the moment of fertilization or cloning.

Prohibits prosecution of women for the death of their unborn child under this statute.

Explicitly preserves the legality of in vitro fertilization and birth control or other means of preventing human fertilization.

Becomes effective October 1, 2017.
