Allows individuals receiving income tax refunds to voluntarily contribute all or part of their refund to the Cancer Prevention and Control Branch for early detection of breast and cervical cancer.

Requires the Secretary to provide space and appropriate language on the income tax form and instructions explaining that contributions will be used only for early detection of breast and cervical cancer.

Makes the contribution election irrevocable once the tax return is filed and directs the Secretary to transmit contributions to the State Treasurer for distribution to the Division of Public Health.

Specifies that funds generated are intended as additional funding and not to replace existing appropriations for breast and cervical cancer screening programs.

Effective for taxable years beginning January 1, 2017, and expires for taxable years beginning January 1, 2021.
