Authorizes counties to establish citizen review boards by ordinance to investigate and review allegations of police misconduct, limited to excessive use of force, abuse of power, and discriminatory profiling.

Authorizes cities to establish citizen review boards with the same powers and jurisdiction over their police departments, with provision for joint county-city boards.

Grants citizen review boards authority to receive complaints, investigate misconduct, subpoena witnesses, make binding disciplinary decisions, and recommend policy changes, with officers having rights to notice, hearing, and legal representation.

Allows law enforcement officers to appeal citizen review board disciplinary decisions through a county or city appeals process and seek judicial review under Chapter 150B of the General Statutes.

Requires counties and cities to provide training to neighborhood crime watch program members on avoiding discriminatory profiling and limiting their role to observation and reporting to law enforcement officials.
