Removes restrictions on school opening and closing dates for Franklin County Schools, eliminating the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11.

Eliminates the "good cause" waiver provision that previously allowed the State Board of Education to grant exceptions to opening date requirements on a case-by-case basis.

Removes the exemption that had applied to schools operating under modified calendars since the 2003-2004 school year.

Applies only to Franklin County Schools and becomes effective beginning with the 2017-2018 school year.
