Increases the additional fee for Kappa Alpha Psi Fraternity special registration plates from $20.00 to an unspecified higher amount.

Changes the distribution of Kappa Alpha Psi plate fee proceeds so that funds go to the Collegiate and Cultural Attraction Plate Account instead of being split between the Special Registration Plate Account and Collegiate and Cultural Attraction Plate Account.

Requires the Division of Motor Vehicles to transfer quarterly funds from Kappa Alpha Psi plate sales to Kappa Alpha Psi Fraternity, Inc. for scholarships, education, professional development, and similar programs.

Prohibits any proceeds from Kappa Alpha Psi plates from being distributed to board members as compensation or honorariums.

Effective date is July 1, 2017.
