Allows a person with a valid concealed handgun permit to carry a handgun on educational property that is both a school and a place of religious worship, but only outside of school operating hours.

Defines "school operating hours" as any times when curricular or extracurricular activities are taking place on the premises and any time when the premises are being used for educational, instructional, or school-sponsored activities.

Specifies that the exemption applies only to handguns and does not apply to institutions of higher education or nonpublic, post-secondary educational institutions.

Clarifies that property owned by a local board of education or county commission is not construed as a building that is a place of religious worship.

Takes effect December 1, 2017.
