Authorizes the Towns of Bolton, Fairmont, La Grange, Pembroke, Proctorville, Rowland, and St. Pauls to bill and collect sewer service fees and stormwater utility fees as property taxes.

Allows these towns to collect unpaid sewer fees in the same manner as delinquent real property taxes and to place liens on real property for unpaid sewer services after 90 days of nonpayment.

Requires towns to adopt an appeals process providing notice and opportunity to be heard before imposing liens on property for delinquent sewer fees.

Directs county tax offices to include city-certified lien amounts on subsequent tax bills and to add or remove liens at the request of the city.

Effective upon becoming law (ratified June 22, 2017).
