Repeals S.L. 2016-99 and S.L. 2016-3 (House Bill 2), which had restricted bathroom access based on biological sex.

Preempts regulation of access to bathrooms, showers, and changing facilities to the General Assembly only, except where facilities are owned or controlled by cities.

Expands protected classes in state employment and public accommodations law to include citizenship, genetic information, pregnancy, and veteran status in addition to existing protections.

Allows cities to adopt nondiscrimination ordinances expanding protected classes within city limits by majority vote, subject to override by referendum if 10% of registered voters petition within 90 days.

Enhances criminal penalties for sexual offenses, indecent exposure, stalking, and assault committed in public changing facilities or places of public accommodations by increasing felony classifications.
