Removes restrictions on school opening and closing dates for Avery County Schools, McDowell County Schools, and Mitchell County Schools.

Eliminates the requirement that opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11 for these three school systems.

Eliminates provisions allowing the State Board of Education to grant waivers for early opening dates based on "good cause" (eight or more school closures in any four of the last 10 years).

Removes exemptions previously granted to schools operating under modified calendars as of the 2003-2004 school year.

Effective upon enactment and applies beginning with the 2017-2018 school year.
