Amends laws governing when local elected boards select chairs and officers when election results are delayed due to election protests under G.S. 163-182.9.

Allows the previously elected chair to continue serving until election protests are resolved and all new board members are sworn in, or permits the board to appoint a temporary chair if the previous chair is no longer a member.

Applies to local boards of education, sanitary district boards, boards of county commissioners, and city councils.

Requires boards to select a new chair and other officers at their first regular meeting after all newly elected members are qualified, rather than waiting the standard 60 days.

Updates gender-specific language throughout the statutes (e.g., "chairman" to "chair," "his" to "his or her").
