Removes the five-year service requirement for destitute firefighters to receive financial assistance from local firefighters' relief funds, allowing any firefighter serving honorably with a certified fire department to apply.

Defines "destitute" as inability to provide basic provisions (housing, food, utilities, medical care, funeral expenses, etc.) through no fault of the firefighter's own.

Requires fire chiefs to file certificates of eligibility with the North Carolina State Firefighters' Association by October 31 each year, with filing authority shifted from city/county clerks to fire chiefs.

Adds requirement for local boards of trustees to report current membership lists (including chairman and treasurer) to the Department of Insurance annually.

Establishes unique fire department identification numbers (FDID) to coordinate database records between the Commissioner of Insurance and the State Firefighters' Association.
