Requires electronic recordings of custodial interrogations to be visual recordings that simultaneously capture audio in cities and counties with populations of 150,000 or more.

Defines "electronic recording" as a visual recording that makes an audio recording of the interrogation, which must be an authentic, accurate, unaltered record.

Mandates that cameras be positioned to film both the interrogator and suspect throughout the entire interrogation, with date and time stamps displayed during playback.

Applies only to cities and counties with populations of 150,000 or more.

Takes effect December 1, 2018, and applies to interrogations occurring on or after that date.
