Establishes a five-member Temporary Redistricting Advisory Commission to be created by February 15 of each year ending in one (e.g., 2021, 2031), with members appointed by the President Pro Tempore of the Senate, minority leader of the Senate, Speaker of the House, and minority leader of the House, plus a fifth member selected as chair by the other four.

Disqualifies from Commission membership anyone who holds public or political party office, is a registered voter outside North Carolina, or is a relative of or employed by members of the General Assembly or U.S. Congress.

Requires the Legislative Services Office to deliver redistricting bills for state legislative and congressional districts by April 1 of years ending in one, with the Commission conducting at least three public hearings in different geographic regions and submitting a report within 14 days.

Mandates that redistricting plans maintain legislative districts within 5% of ideal population, congressional districts within 0.1% of ideal population, follow contiguity and compactness standards, and prohibit partisan gerrymandering, incumbent protection, or dilution of minority voting strength.

Establishes a three-attempt voting process where if an initial plan fails in either chamber, the Legislative Services Office must submit revised plans within 35 days, with the third plan subject to amendment like other bills.
