Amends workers' compensation law to allow inmates employed through the Prison Industry Enhancement Program to have average weekly wages calculated under G.S. 97-2(5) instead of the $30 per week limit.

Eliminates the rebuttable presumption that newspaper and magazine vendors are not employees subject to workers' compensation coverage, effective January 1, 2018.

Modernizes legal advertising requirements by replacing outdated postal qualification standards with new criteria requiring newspapers to have at least 100 paid subscribers, distribute at least 1,000 copies per issue, and publish at least 50 of 52 weeks in the county.

Allows Guilford County and municipalities within it to publish legal notices electronically on government websites in lieu of newspaper publication, with fees of $450 for foreclosures and $100 for other private notices funding teacher salary supplements and county needs.

Requires newspapers maintaining websites to post legal notices online at no additional charge on the same day as print publication, with searchable archives and email notification options for readers.
