Requires the Division of Motor Vehicles to include in the driver license handbook a description of law enforcement procedures during traffic stops and appropriate motorist interactions with officers, developed in consultation with the State Highway Patrol, North Carolina Sheriff's Association, and North Carolina Association of Chiefs of Police.

Mandates that driver education curriculum in public high schools include instruction on law enforcement procedures for traffic stops, describing actions motorists should take during stops and appropriate interactions with law enforcement officers.

Makes Section 1 (driver license handbook requirement) effective January 1, 2018, while remaining provisions apply beginning with the 2017-2018 school year.
