Establishes a Megaproject Fund within the Highway Trust Fund to finance transportation projects exceeding $200 million in total project cost that are of statewide or regional significance.

Creates a workgroup overseen by the Department of Transportation to develop megaproject selection criteria and choose projects based on factors including interstate connectivity, economic development, congestion relief, and port infrastructure improvements.

Requires the Department of Transportation to submit annual reports to the Joint Legislative Transportation Oversight Committee by November 1 detailing project completion schedules, selection criteria, completion status, and anticipated future projects.

Excludes Megaproject Fund appropriations from the Transportation Investment Strategy Formula distribution requirements under G.S. 136-189.11(b).

Workgroup must be established within 30 days and complete initial selection criteria within three months, with membership including representatives from municipal planning organizations, rural planning organizations, county commissioners, mayors, and regional governments.
