Authorizes the Division of Motor Vehicles to issue disabled veteran and partially disabled veteran special registration plates for motorcycles in addition to motor vehicles.

Reestablishes the Alpha Phi Alpha Fraternity special registration plate with a $30 annual fee ($10 to Special Registration Plate Account, $20 to Collegiate and Cultural Attraction Plate Account), effective February 1, 2019.

Reduces the application requirement for collegiate insignia plates at public military colleges and universities from 300 applications to 100 applications before plate development.

Authorizes production of the Order of the Eastern Star Prince Hall Affiliated special registration plate with a $20 annual fee ($10 to each of two accounts), effective February 1, 2019.

Eliminates the requirement for medical certification to renew a handicapped placard if the placard expires after the person turns 80 years of age.
