Modifies G.S. 15A-301.1(p) to require courts to attempt to identify outstanding warrants only when a defendant is in custody before entering an order in a criminal case.

Previously required warrant identification for all individuals; now limits this requirement to defendants in custody.

Directs courts to notify appropriate law enforcement agencies of the location of individuals with outstanding warrants.

Becomes effective December 1, 2017, and applies to orders entered on or after that date.

Implements a recommendation from the North Carolina Courts Commission.
