Amends G.S. 115C-301 to require the State Board of Education to allot additional classroom teachers to geographically isolated K-12 schools when consolidation is not feasible.

Qualifies schools for additional teacher allotments if located in a school administrative unit with average daily membership less than 1.5 per square mile, or in a county containing more than 150,000 acres of federally-owned National Forest.

Allocates one classroom teacher per grade level to geographically isolated schools while other schools in the same administrative unit receive teachers under the regular allotment formula.

Appropriates $1,527,006 for fiscal year 2017-2018 and $1,527,006 for fiscal year 2018-2019 to the Department of Public Instruction to implement the provisions.

Becomes effective July 1, 2017.
