Allows mentor teachers to be either currently employed teachers rated "proficient" or higher through formal evaluations with met student growth expectations, or retired teachers.

Changes the previous requirement that mentor teachers be rated "accomplished" to now allow "proficient" ratings, while giving priority consideration to those rated "distinguished" or "accomplished."

Requires principals to document reasons when selecting a "proficient"-rated or retired teacher as a mentor instead of a higher-rated teacher.

Permits mentor teachers to work at different school buildings from their assigned mentee if both principals and the mentor approve, provided the mentor is rated "accomplished" or higher and has met student growth expectations.

Effective for mentors selected for the 2017-2018 school year and beyond.
