Authorizes the Department of Transportation to enter into agreements with municipalities, counties, and other governmental entities to install and use automatic license plate reader systems in state highway rights-of-way.

Allows the Department to approve requests to use state-owned land or right-of-way encumbered by utility easements for temporary, above-ground, moveable license plate reader systems that contain no combustible fuel.

Requires that license plate reader systems not unreasonably interfere with public utility operations and must be immediately removed upon request by affected utilities; affected utilities may move systems if they need access to their facilities and are only liable for damages caused by gross negligence or willful misconduct.

Prohibits automatic license plate reader systems installed under state right-of-way agreements from being used to enforce traffic infractions, failure to obey traffic signals, or speed limit violations.

Requires compliance with Article 8A of Chapter 87 of the General Statutes for any entity installing or using these systems.
