Amends G.S. 116-143.3 to limit out-of-state tuition charges for active duty Armed Forces members reenrolling in North Carolina community colleges to not exceed available federal tuition assistance under U.S. Department of Defense Directive 1322.08E.

Requires the active duty member must have been enrolled in a degree program at the community college and charged the in-state tuition rate at the time of deployment or reassignment.

Requires the active duty member to reenroll in the same North Carolina community college within 18 months of deployment or reassignment due to inability to remain continuously enrolled.

Requires the active duty member to not otherwise qualify for the in-state tuition rate, and mandates the tuition charged shall not be lower than the in-state tuition rate.

Takes effect July 1, 2017, and applies beginning with the 2017-2018 academic year.
