Allows Randolph County and municipalities located entirely or partially within Randolph County to delegate zoning map amendment authority from the board of commissioners/city council to their planning boards by ordinance.

Permits planning boards to conduct public hearings and make final decisions on zoning map amendment proposals, including adoption of consistency statements, with decisions made by majority vote.

Establishes an appeal process allowing persons aggrieved by planning board decisions to appeal to the board of commissioners or city council within 15 days, with the board/council conducting de novo review.

Allows the board of commissioners or city council to rescind or modify delegated planning board authority through ordinance at any time.

Effective upon becoming law and ratified May 30, 2017.
