Allows persons with a valid concealed handgun permit or exempt from permit requirements to carry concealed handguns on property of institutions of higher education as defined in G.S. 116-143.1.

Amends G.S. 14-269.2 to add new subsection (m) permitting concealed carry on educational property that is a constituent institution or community college.

Modifies G.S. 14-415.11(c) to restructure prohibitions on concealed carry by separating educational property restrictions from other areas prohibited by G.S. 14-269.2.

Becomes effective December 1, 2017, with no retroactive application to prosecutions for offenses committed before the effective date.
