Allows independent or partial owners of lactating animals (cows, goats, or other animals) to receive raw milk and raw milk products for personal use or consumption without restriction.

Exempts raw milk and raw milk products dispensed to animal owners from labeling requirements that would normally require "NOT FOR HUMAN CONSUMPTION" statements.

Clarifies that the term "sale" does not include transfers of raw milk or raw milk products to owners of the lactating animals, distinguishing between sales and owner dispensing.

Maintains existing restrictions requiring Grade "A" pasteurized milk for direct consumer sales and limiting raw milk sales to permitted milk haulers or processing facilities.

Becomes effective October 1, 2017.
