Directs the Attorney General to investigate legal methods available to Swain County and the State to ensure the federal government pays remaining sums owed under a February 6, 2010 Memorandum of Agreement.

Under the 2010 Agreement, the federal government committed to pay $8,800,000 within 130 days and up to $39,200,000 additional by December 31, 2020, to settle claims related to the federal government's failure to fully construct the North Shore Road.

Swain County has not received any of the additional sums owed under the 2010 Agreement despite the deadline having passed.

Requires the Attorney General to submit a report with findings and legislative recommendations to the General Assembly by June 1, 2017.
