Adds a third condition for disqualifying property from present-use value (PUV) classification: when a solar energy electric system is located on the land and the energy generated is not solely used by the owner for the benefit of the land.

Restructures the definition of "disqualifying event" in G.S. 105-277.4(c) into three numbered conditions, including the new solar energy provision.

Maintains existing disqualifying events: when land fails to meet classification conditions or when an application is not approved.

Triggers deferred taxes from the preceding three fiscal years to become due and payable when a disqualifying event occurs under the new solar provision.

Effective date: July 1, 2017.
