Reduces the 2018 and thereafter renewable energy portfolio standard (REPS) requirement for electric public utilities from 10% to 8% of 2017 North Carolina retail sales.

Eliminates the future REPS requirement of 12.5% of 2020 North Carolina retail sales that was scheduled for 2021 and thereafter.

Allows electric public utilities to meet up to 40% of REPS requirements through energy efficiency measures beginning in calendar year 2018 (moved up from 2021).

Permits recovery of incremental costs incurred before July 1, 2017, including costs from renewable energy purchase contracts and renewable energy facility construction approved before that date.

Most provisions become effective July 1, 2017.
