Revises and consolidates the charter of the City of Belmont, North Carolina, establishing it as a municipal corporation in Gaston County with all powers granted by state law.

Establishes a council-manager form of government with a Mayor elected by voters for four-year terms and a five-member City Council with staggered four-year terms, holding elections in odd-numbered years on a nonpartisan basis.

Provides that the Mayor and Council appoint a City Manager responsible for administering all city departments, with tie votes in appointment or removal deemed votes against the proposed action.

Grants the City continued authority for special assessments, occupancy taxes, noncontiguous annexations, and extraterritorial jurisdiction as previously authorized by specific legislative acts.

Repeals multiple obsolete private laws from 1895-1969 while preserving all existing ordinances, resolutions, and rights that are not inconsistent with this charter.
