Directs the Commission for Public Health to add screening tests for Pompe disease, Mucopolysaccharidosis Type I (MPS I), and X-Linked Adrenoleukodystrophy (X-ALD) to the newborn screening program.

Increases the newborn screening test fee from $44.00 to $55.00 per test, effective July 1, 2017.

Appropriates $2,700,000 from the General Fund to the Department of Health and Human Services, Division of Public Health, for fiscal year 2017-2018 to purchase laboratory equipment and upgrade the State Laboratory of Public Health's Laboratory Information System.

Makes the act effective July 1, 2017, with the fee increase applying to laboratory tests conducted on or after that date.
