Repeals Part 2G of Article 9 of Chapter 130A of the General Statutes, which established the ban on plastic bags in certain coastal areas including the Outer Banks barrier islands.

Removes penalties associated with the plastic bag ban, including the $100 maximum for first violations, $200 for second violations, and $500 for additional violations within a 12-month period.

Eliminates Section 13.10(c) of S.L. 2010-31, which contained provisions related to the plastic bag prohibition program.

Cites cost burden on businesses that invested capital to comply with the ban during difficult economic conditions and argues a voluntary educational program about plastic bag recycling is preferable.

Becomes effective July 1, 2017.
