Exempts airports from paying stormwater utility fees levied by counties on airport runways and taxiways, effective January 1, 2018.

Exempts runways and taxiways located on military property from stormwater utility fees imposed by both counties and cities.

Requires counties and cities to separately itemize stormwater utility fees charged for airport runways and taxiways versus other airport property.

Mandates airports use savings from the exemption for attracting business to the airport and provide certification to the county or city that funds are used for this purpose.

Requires airports to remit any unused or unencumbered savings to the county or city for general stormwater utility fee purposes, and specifies the exemption is in addition to any local funding already provided to airports.
