Creates Tobacco Use Prevention Fund within the Department of Health and Human Services, Division of Public Health to prevent tobacco and electronic cigarette use, especially among youth and people of childbearing age.

Fund monies may be used for: regional tobacco prevention programs in all 100 North Carolina counties, technical assistance and oversight, evidence-based education campaigns on tobacco health risks, enforcement of tobacco sales laws, and independent university-based evaluation of prevention programs.

Department of Health and Human Services may use up to 25% of appropriated funds for administration of the Fund.

Appropriates $17 million for fiscal year 2017-2018 and $17 million for fiscal year 2018-2019 to the Tobacco Use Prevention Fund from the General Fund.

Effective July 1, 2017.
