Secretary of the Department of Health and Human Services must convene a work group by September 15, 2018 to study naturopathic medicine delivery in North Carolina.

Work group comprises two naturopathic doctors, one medical doctor with naturopathic knowledge, the North Carolina Medical Board chairperson, and the DHHS Secretary.

Work group must develop recommendations on approved educational programs (graduate-level, Doctor of Naturopathic Medicine degree from Council on Naturopathic Medical Education-accredited institutions), scope of practice for naturopathic doctors, and prescriptive authority.

Work group must determine whether naturopathic medicine practice constitutes the practice of medicine or surgery under North Carolina law and recommend appropriate application, examination, certification, and renewal fees.

Work group must report findings and recommendations to the Joint Legislative Oversight Committee on Health and Human Services by January 15, 2019.
