Prohibits the North Carolina Department of Transportation from taking actions that restrict or inhibit motorcyclist access to highways, bridges, tunnels, and parking decks.

Defines prohibited actions as those that apply only to motorcyclists and have the principal purpose of restricting or inhibiting their access to transportation infrastructure.

Requires the Department of Transportation and other owners/operators of state or locally-funded parking decks to make reasonable accommodations for motorcycle parking, including sectioning portions of existing parking spaces.

Exempts parking decks constructed or substantially completed on or before July 1, 2017 from structural or technological modification requirements.

Becomes effective July 1, 2017.
