Department of Health and Human Services shall study and recommend a telemedicine policy for consideration by the General Assembly, examining laws in other states.

Study must examine and recommend standards for: telemedicine definition, scope of covered services, communication and data transfer standards, informed consent, online prescribing, provider licensing, and private payer reimbursement.

Department shall solicit input from relevant stakeholders and the Department of Insurance on insurance impacts, but recommendations shall not include changes to existing Medicaid policy.

Department shall study the Psychology Interjurisdictional Compact (PSYPACT) and make recommendations on whether North Carolina should enact related legislation.

Department shall submit findings, recommendations, proposed policy, and PSYPACT recommendation to the Joint Legislative Oversight Committee on Health and Human Services by October 1, 2017.
