Adds the Towns of Hope Mills and Spring Lake to the list of municipalities authorized to operate traffic control photographic systems (red light cameras) under G.S. 160A-300.1.

Allows municipalities to enter into one contract for lease, lease-purchase, or purchase of a red light camera system with a maximum duration of 60 months, after which the system becomes municipal property or is returned to the contractor.

Increases the civil penalty for violations detected by traffic control photographic systems from $75 to $100, effective October 1, 2017.

Authorizes the Town of Hope Mills and the Town of Spring Lake each to enter into interlocal agreements with the Cumberland County Board of Education for cost-sharing and reimbursement related to operating red light camera systems.

Most provisions take effect July 1, 2017, while the penalty increase takes effect October 1, 2017.
