Removes state-mandated opening and closing date restrictions for Bladen County Schools, Columbus County Schools, Robeson County Schools, and Whiteville City Schools.

Allows these four school systems to set their own opening and closing dates to align with Southeastern Community College's fall and spring semesters.

Permits coordination between high school and community college calendars to better serve students enrolled in dual courses and support workforce development in Bladen, Columbus, and Robeson Counties.

Applies only to the specified four school systems and takes effect beginning with the 2017-2018 school year.
