Changes Onslow County Board of Education elections from nonpartisan to partisan elections, effective 2018, held at general elections in even-numbered years.

Changes Pender County Board of Education elections from nonpartisan to partisan elections, effective 2018, with staggered terms (Districts 1, 2, 4 elected in 2018; Districts 3, 5 elected in 2020).

Establishes Swain County Board of Education as a five-member partisan elected board, with two members elected in 2018 and three members elected in 2020, then quadrennially thereafter.

Provides that members elected under old nonpartisan systems in 2014 or 2016 continue serving until successors are elected and qualified.

Updates G.S. 115C-37.1(d) to include Onslow, Pender, and Swain counties in provisions for filling vacancies on partisan-basis school board positions.
