Allows Moore County schools to open the school year as early as August 10, instead of the previous requirement of no earlier than the Monday closest to August 26.

Removes the "good cause" waiver provision that previously allowed the State Board of Education to permit early opening dates under specific conditions.

Permits local boards of education that implement school calendars concluding the fall semester before December 31 to administer state assessments prior to semester conclusion, rather than within the final 10 instructional days of the school year.

Applies exclusively to Moore County Schools and is effective beginning with the 2017-2018 school year.
