Changes alcohol concentration restrictions for drivers whose licenses are restored after DWI revocation from 0.04 to 0.00 for first-time offenders convicted under G.S. 20-138.1.

Applies 0.00 alcohol concentration restriction to all subsequent restorations for DWI convictions, commercial vehicle impaired driving, underage impaired driving, and related serious offenses.

Requires affected drivers to submit to chemical analysis when requested by law enforcement and agree to transportation to testing facilities.

Maintains existing restrictions on ignition interlock system requirements and establishes violation penalties including one-year license revocation for breaches of the 0.00 restriction.

Effective July 1, 2017 for offenses committed on or after that date.
