Authorizes the North Carolina Division of Motor Vehicles to produce three new special registration plates: Colorectal Cancer Awareness, Big Rock Blue Marlin Tournament, and Kick Cancer for Kids.

Colorectal Cancer Awareness plate requires 300 or more applications before development and features a blue ribbon with wings symbol, with quarterly revenue transfers to the Colon Cancer Coalition for prevention and early detection programs.

Big Rock Blue Marlin Tournament plate generates $30 additional fee, with $10 credited to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account, with revenue transferred quarterly to the Big Rock Blue Marlin Tournament for North Carolina charities.

Kick Cancer for Kids plate generates $30 additional fee with revenue split equally between The Children's Oncology Group Foundation and Riley's Army, Inc., transferred quarterly.

Effective immediately upon becoming law.
