Adds Department of Defense Elementary and Secondary Schools located in North Carolina to the definition of "local school administrative unit" for purposes of educator preparation programs.

Allows clinical educators employed at DoDEA schools to meet certification requirements through DoDEA teacher evaluation standards instead of North Carolina Teacher Evaluation System ratings, provided they have been rated as meeting or exceeding performance standards on all aspects of the DoDEA evaluation instrument.

Requires DoDEA clinical educators to have met expectations for student growth in their field of licensure if such a student growth measure exists.

Effective upon enactment beginning with the 2017 fall academic semester.
